Vladimir Putin has signed the Federal Law On Amending the Code of Administrative Offences of the Russian Federation and the Federal Law On Amending the Code of Administrative Offences of the Russian Federation.
In particular, the Federal Law establishes administrative liability for a number of administrative offences in communications and information, including transfer of a subscriber number or the provision of access to mobile radiotelephone services in violation of the Russian Federation communications legislation; violation of regulations governing the use of subscriber terminals for traffic transmission or virtual telephone exchanges; failure by an information distribution organiser on the Internet, or by the owner or other operator of a technological communications network, to comply with legal obligations and rules of interaction with authorised state bodies; violations of the rules for using software and hardware tools within the territory of the Russian Federation to access information resources or telecommunications networks with restricted access; and also the intentional search for and access to clearly extremist materials, including through the use of such software and hardware tools for access to information resources and ICT networks with restricted access.
The Federal Law also introduces administrative liability for the distribution of advertisements promoting software and hardware tools that enable access to information resources or telecommunications networks with restricted access; failure to comply within the prescribed time frame with a lawful order issued by the body responsible for monitoring the activities of information distribution organisers on the Internet; and failure to comply with an order issued by the Federal Security Service, the Foreign Intelligence Service of the Russian Federation, the State Guard Service, or the police to provide access to information systems and/or databases.
