Dmitry Medvedev signed Federal Law On Amendments to the Russian Federation Criminal Code and to Certain Legislative Acts of the Russian Federation Toughening Penalties for Sexual Crimes against Minors.
The law aims to make prevention of sexual crimes against children more effective by toughening the penalties for such crimes committed against children under the age of 14, and also the penalties for involving minors in prostitution and the trade in pornographic material or objects.
In particular, the law introduces an aggravating circumstance – crimes committed against minors by their parents or other individuals responsible under the law for raising and supervising them. The law prohibits suspended and deferred sentences in such cases. Under the new provisions, persons with previous convictions for sexual crimes against minors, if found guilty of repeat offences, are liable for tougher penalties ranging up to life imprisonment.
The law also sets special provisions for the use of medical measures imposed upon persons found guilty of sexual crimes against minors under the age of 14.
