Dmitry Medvedev approved the Concept of a National System for Identifying and Developing Young Talents

The Concept defines the basic principles and main tasks of the national system for identifying and developing young talents, as well as key areas of its operation.

The document stresses that the mission of the state in the search and support of gifted children and young people is to create an effective education system that provides an environment for studying, learning moral values and developing abilities in all children and young people, as well as for their future self-actualisation, regardless of their place of residence or the family’s social position and financial resources.

The Concept states the focus should be put on improving the professional skills of teachers and mentors, providing quality educational content and introducing modern teaching aids. For the organisation of efforts in these areas it is necessary to integrate the existing mechanisms for the search and support of gifted children and young people in the national system of identifying and developing young talents.

The national system for identifying and developing young talents is formed as a set of institutions, programmes and activities that will promote the development and implementation of abilities in all children and young people to achieve outstanding results in their chosen professional field and a high quality of life.

The Concept puts the National Coordinating Council for the Support of Young Talents in Russia in charge of coordinating the national system of identifying and developing young talents at the federal level.

The activities to implement the Concept of a National System for Identifying and Developing Young Talents will be included in the relevant state programmes, as well as the federal, state and municipal target programmes in education, science, culture and sport.
