Instructions following a meeting of the Coordination Council for Implementing the National Children’s Strategy

The President approved a list of instructions following the November 28, 2017 meeting of the Coordination Council for Implementing the National Children’s Strategy for 2012–2017.

The Presidential Executive Office was instructed to ensure the adoption of Russian laws that introduce, starting January 1, 2018, a monthly benefit for a first child until the child reaches 18 months, and envisage the extension of the maternity capital programme through December 31, 2021, setting out additional options for its use.

The Government was instructed to ensure the adoption of regulations required for providing, starting January 1, 2018, a mortgage subsidy or refinancing earlier issued mortgages up to 6 percent per annum to families with two or three children who have their second or third child between January 1, 2018 and December 31, 2022.

The Government was instructed to develop and approve a programme for additional capacity in pre-school facilities to be able to provide pre-school education to 100 percent of children aged 2–36 months, by 2021.

The Government and top executive bodies in the regions were instructed to develop and approve a programme to upgrade facilities in children’s outpatient clinics (and to specify stages and completion dates in the programme) and to allocate 10 billion rubles per year from the federal budget to co-finance the programme between 2018 and 2020.

The Government was instructed to ensure allocations from the federal budget to implement the above measures.

Also, instructions for the Government concern, in particular, the use of compulsory educational measures for minor first-time criminal offenders (crimes of minor or average gravity); amendments to the Russian Family Code protecting minors’ interests; development of children’s tourism and recreation.

The Ministry of Education and Science and the Ministry of Culture were instructed to submit proposals on adding a section on Russia’s civilizational heritage to national education standards.

It was recommended that the Federation Council propose establishing a public body to supervise the Decade of Childhood events programme.

Instructions to executive bodies in the regions with unfavourable demographic trends concern a monthly benefit for a third child.
