Vladimir Putin signed Federal Law On Amendments to Certain Legislative Acts of the Russian Federation.
The Federal Law bans foreign nationals and stateless persons from using surrogacy in the Russian Federation. However, the ban does not apply to cases when a Russian Federation citizen is legally married to a foreign national or a stateless person.
The law also specifies that only a woman holding citizenship of the Russian Federation may act as a surrogate mother.
Children born to surrogate mothers in the Russian Federation will be granted citizenship of the Russian Federation by birth.
