Maria Lvova-Belova visited the Novosibirsk Region

On November 13–14, Novosibirsk hosted the National Forum for Social Orphanhood Prevention “To Live and Be Raised in a Family” – the 23rd National Congress of Commissioners for Children’s Rights in the Constituent Entities of the Russian Federation.

Maria Lvova-Belova opened the congress by reading a message from President Vladimir Putin.

The Commissioner presented the first results of the National Inspection for Social Orphanhood Prevention System in Russia's regions. The national inspection has already been held in 27 regions with 2,237 personal cases studied, and 1,162 cases in the pipeline. Eight district coordinators have been appointed to address the inspection objectives.

Maria Lvova-Belova reported that in 2023–2024, over 500 million rubles had been allocated to the regions to carry out social projects as part of the Commissioner's strategic programmes. These funds were used to open teenage spaces, daycare centres for children with disabilities and their families, training of specialists, medical team calls, targeted assistance to families and children, and other activities. In addition, special attention will continue to be focused on supporting the special military operation participants’ families, as well as residents of the regions affected by the hostilities.

Based on the results of the forum, a new map of commissioners' actions aimed at preventing social orphanhood will be drafted.

The forum was attended in-person by 600 participants from 85 constituent entities of the Russian Federation, including 75 commissioners for children’s rights, representatives of federal and regional authorities, NGOs, family specialists, and experts.
