Maria Lvova-Belova visited Bryansk Region

Presidential Commissioner for Children’s Rights Maria Lvova-Belova visited the Bryansk Region as part of the National Inspection of the System for the Prevention of Social Orphanhood.

The National Inspection team worked in the region in early January, when it visited 11 institutions and organisations, reviewed children's personal files, and took 13 cases under special oversight. A positive trend was noted in the reduction of children living in institutions: currently, occupancy averages 50 percent, indicating potential for further development of family-preservation practices.

The Commissioner for Children's Rights discussed the results of the inspection with Bryansk Region Governor Alexander Bogomaz.

Maria Lvova-Belova emphasised the importance of directing available material and human resources towards the creation of additional support formats that keep families together. The Children's Rights Commissioner called for the creation of a regional legal service specialising in defending families in cases related to the restoration of parental rights and the lifting of restrictions. The Governor supported the idea.

Maria Lvova-Belova held an expanded meeting with heads of agencies and institutions of the system for the prevention of child neglect and juvenile delinquency, as well as members of the Commission for the Affairs of Minors and the Protection of Their Rights under the Bryansk Region Government. The discussion focused on recommendations based on the inspection’s findings.

In addition, the Commissioner for Children's Rights visited a centre for children left without parental care, a social rehabilitation centre for minors in Bryansk, the Harmony support centre for people with special needs and their families, and the Bryansk Regional Centre for Psychological, Pedagogical, Medical and Social Assistance. During these visits, Maria Lvova-Belova met with children and conducted a personal reception of citizens.
