Instructions following meeting on investigating the causes of Yak-42 crash in Yaroslavl Region

Dmitry Medvedev signed a list of instructions following meeting on investigating the causes of the Yak-42 plane crash in Yaroslavl Region on September 8, 2011.

The President instructed the Government to develop measures to terminate the activities of airlines incapable of ensuring their flights’ safety, and to develop draft laws stipulating amendments to the Air Code of Russia concerning the implementation of international standards as regards state supervision over aircraft staff training, implementation of the federal programme for ensuring civil aircraft flight safety, and the implementation of flight safety management systems; increasing administrative fines for violations of flight preparation and operation rules; and the possibility of extrajudicial procedures to suspend activities by aircraft operators violating Russian air laws.

The instructions also concern subsidies for leasing of civil aircraft that meet modern airworthiness standards and subsidies for local and regional transportation, as well as increasing the role of the Federal Service for the Oversight of Transport in ensuring transport security.

The Transport Ministry and Ministry of Industry and Trade are instructed to step up work to equip civil aircraft with ground collision warning systems and airborne collision avoidance systems in accordance with the International Civil Aviation Organisation standards, and to take measures to equip civil aircraft with Cospas-Sarsat emergency beacons and ensure their reliable automatic operation.
