Prime Minister Vladimir Putin and the First Deputy Chief of Staff of the Presidential Executive Office Vladislav Surkov were instructed to submit by May 1, 2010 proposals concerning legislation necessary for the establishment and functioning of a territory-specific complex for promoting research and innovations and their subsequent commercialisation.
The Government Cabinet was also given specific instructions related to facilitating innovative development in the fuel and energy sector, in particular, in the oil and gas processing industries.
