In accordance with Article 107.3 of the Russian Federation Constitution, the President of Russia vetoed Federal Law On Amendments to Articles 15 and 16 of Federal Law On the General Principles of Local Government in the Russian Federation and to Federal Law On Education in the Russian Federation, which was adopted by the State Duma on December 21, 2016, approved by the Federation Council on December 23, 2016 and submitted to the President for signing and publication.
Vladimir Putin has sent letters to this effect to Federation Council Speaker Valentina Matviyenko and State Duma Speaker Vyacheslav Volodin. These letters say, in part:
“This Federal Law provides for creating the Student Body government information systems in the constituent entities of the Russian Federation and the Student Body federal information system.
In my opinion, the Federal Law should stipulate the list of specific information to be contained in the Student Body government information systems of the constituent entities of the Russian Federation and the Student Body federal information system, as well as the list of persons who will have access to this information and their responsibilities.”
