The message reads, in part:
“I am confident that the implementation of the decisions adopted by the congress will help successfully resolve socioeconomic issues facing your country.
Over the decades of work in top party and state positions, you have done a great deal for Cuba and won the well-deserved respect of your compatriots and high prestige abroad.
It is difficult to overestimate your personal contribution to expanding friendly Russian-Cuban relations and elevating them to the level of strategic partnership. I am confident that constructive cooperation between our states will continue to grow stronger in all areas.”
