The Economic Development Minister briefed the President on the preparation of measures to ensure interests of manufacturers participating in tenders and public procurements and to eliminate possibilities for fraud by intermediaries.
According to Mr Belousov, most protective measures are factored into the law on the federal contract system, which will come into force on January 1, 2014. In particular, the Minister mentioned a clearly written procedure for determining an initial price, which will eliminate the possibility of fraud, as one of the measures stipulated by the law. The new law also provides a mechanism for protecting the rights of service providers, through the possibility of a pre-trial contract termination.
