Meeting of the Commission for Developing General Aviation

July 6, 2015

Presidential Aide Igor Levition chaired a video-conference meeting of the Commission for Developing General Aviation in Novosibirsk.

Taking part in the meeting were Transport Minister Maxim Sokolov, Plenipotentiary Presidential Envoy in the Siberian Federal District Nikolai Rogozhkin, senior officials from the Siberian Federal District’s regions, representatives of the Presidential Executive Office, Government, Federation Council, State Duma, and relevant federal and regional executive agencies, also business community members, and representatives of public and professional aviation organisations.

The main item on the agenda was putting in place the conditions for participants in general aviation to use the civilian, state and experimental aviation infrastructure network of airports (airfields).

The meeting’s participants discussed specific proposed legislative amendments to ensure general aviation’s effective use of the airfield network and aviation infrastructure in general. This includes reducing operation costs for owners of light and superlight general aviation aircraft and simplifying this category of users’ access to infrastructure facilities and airport services.

The Commission members and heads of senior executive bodies also looked at how the regions in the Siberian Federal District have implemented the Commission’s recommendations for developing general aviation in the regions. They discussed concrete local experience in this area, examined the problems encountered and their causes, and looked at possible measures for developing and supporting general aviation, taking into account regional particularities.

The Commission’s main task is to consolidate and channel the efforts of federal and regional aviation officials, the aviation sector business and the public to rebuild and develop regional and local airport and airfield infrastructure and put in place conditions for general aviation’s use of airport infrastructure.
