Meeting with Moscow Region Governor Andrei Vorobyov

Vladimir Putin had a working meeting with Governor of the Moscow Region Andrei Vorobyov to discuss the socioeconomic situation in the region, including ways to help defrauded investors.

The President emphasised the need to help the residents who are shared-equity construction participants resolve their problems. There are still quite a lot of them in the Moscow Region, 24,500.

According to Mr Vorobyov, this is a long-standing problem, which began in the early 2000s. The total number of defrauded investors in 2000–2015 was about 104,000. As of today, the regional authorities have been able to help about 80,000 people thanks to vigorous support from the Government of the Russian Federation, the DOM.RF Joint Stock Company (a financial institution for development in the housing sector), and the President of Russia. But 24,500 people still need help.

According to the Governor, today there is no longer any risk of more people falling victim to fraudulent shared-equity construction schemes thanks to the new legislation adopted under the President’s personal supervision that introduced special accounts and escrow accounts. Residential construction is a priority for the region; 4 million square metres of new housing will soon be made available in apartment buildings and another 4 million, in individual houses.

When asked by the President about the timeframe for helping the remaining fraud victims in the Moscow Region, the Governor promised that this would be done in the next three years.
