Instructions following meeting on developing petrochemical industry

Vladimir Putin signed a list of instructions following a meeting on developing the petrochemical industry, held on October 15, 2013 in Tobolsk.

In particular, instructions to the Government of the Russian Federation concern stimulating domestic demand for products in the petrochemical and gas chemical industry, developing systems for supplying crude hydrocarbons to petrochemical companies through 2030, and customs and tariff regulation of crude material supplies for the petrochemical and gas chemical industry for export, including liquefied petroleum gases.

Instructions to the Government also concern developing airport and airfield infrastructure in Tobolsk to ensure a regional and interregional aviation connection and the development of a railroad network aimed at meeting the needs of the petrochemical and gas chemical companies to transport raw materials and end products.

Russia’s Economic Development Ministry is instructed jointly with relevant organisations to address the limited access to Russian petrochemical and gas chemical industry products in foreign markets (including markets in the European Union and Turkey) and submit proposals on protecting the interests of these companies within the framework of the World Trade Organisation.

The Ministry is also instructed jointly with relevant federal executive authorities and organisations to analyse the issue of introducing import customs duty rates for petrochemical and gas chemical industry products and, when necessary, organise work to amend the Common Customs Tariff of the Customs Union.
