Joint meeting of the State Council commissions on industry, science, and small and medium-sized businesses

June 7, 2022

Presidential Aide, State Council Secretary Igor Levitin, Tula Region Governor Alexei Dyumin, Novosibirsk Region Governor Andrei Travnikov and Kaliningrad Region Governor Anton Alikhanov held a joint videoconference meeting of the State Council commissions on industry, science, and small and medium-sized businesses.

The meeting was attended by Chairman of the State Duma Committee on Industry and Trade Vladimir Gutenev, representatives of relevant federal and regional government bodies, education and research organisations, and the business community.

The meeting participants reviewed issues of supporting technological progress and import substitution under the economic restrictions.

Alexei Dyumin noted that the goal of reaching national technological sovereignty is a long-term state strategy, in which the requirements and opportunities of industry, the scientific community and small and medium-sized businesses are closely intertwined. They discussed, in part, the idea of creating a uniform service for import substitution that would coordinate technological opportunities of Russian companies, research potential and requirements of industry.

The participants noted the importance of government support for “quick” applied research and development with a high level of readiness, which universities and research centres are conducting for resolving goals in the real economy. Andrei Travnikov emphasised that one of the priorities of the State Council Commission on Science that he heads is to formulate assignments for research centres and establish cooperation between these centres and companies in different industrial branches.

The meeting also reviewed approaches of involving small and medium-sized trade and production businesses in import substitution. Anton Alikhanov stressed the need for granting priority support for these businesses involved in production, high technology and agriculture.
