Vladimir Putin congratulated Anatoly Bibilov on his convincing victory in the presidential election and inauguration as President of South Ossetia.
The message reads, in part:
“We value the fact that our relations with South Ossetia have substantial positive potential. Russia is looking forward to further stepping up those ties based on the principles of friendship, alliance and integration. We intend to continue assisting our partners in South Ossetia in resolving urgent socioeconomic issues and ensuring national security.
At this stage, we view consistent implementation of the March 18, 2015, Agreement as a priority on the bilateral agenda, which includes the signing of sectoral agreements.
Russia also attaches great importance to projects under the Investment Programme to Promote Socioeconomic Development in South Ossetia for 2015–2017, and assisting the country in generating budget revenue. The Intergovernmental Commission for Socioeconomic Cooperation has an important role to play in this area. I hope that you will support these initiatives, while also ensuring that funds allocated from the federal budget of the Russian Federation are well spent.
Efforts to expand South Ossetia’s international ties are especially important. Russia believes that we should keep closely coordinating the efforts of our respective foreign ministries, including in the Geneva discussions on security and stability in the South Caucasus.
I would like to reaffirm Russia’s readiness to engage in constructive efforts with you on the bilateral and regional agendas. I strongly believe that we will be able to further strengthen partnership ties and expand cooperation between Russia and South Ossetia in all areas in the interests of our fraternal nations.”
