Alexei Russkikh briefed the President on the region’s socio-economic development.
Alexei Russkikh said that the implementation of national projects and federal programmes has significantly helped resolve the region’s long-standing issues, improved residents’ quality of life, and strengthened its economic and industrial potential.
The Governor began his report by highlighting the support measures for participants of the special military operation being implemented in the region. A total of 45 support initiatives have been developed and are continually being improved. Currently, 7,261 families are receiving assistance from social welfare specialists. A regional branch of the Defenders of the Fatherland State Foundation is actively operating. The Ulyanovsk Region was the first in the country to open a rehabilitation centre equipped with state-of-the-art equipment, capable of serving over 1,000 people annually. Work is also underway to establish a second centre, which will accommodate up to 2,000 people per year.
Extensive efforts are underway in the region to collect humanitarian aid and deliver vehicles, motorcycles, quadcopters, and other essential supplies to the special military operation zone. A total of 80,000 volunteers have registered. The Ulyanovsk Region is actively involved in the reconstruction of the new regions, including the cities of Mariupol, Gorlovka, Severodonetsk, and Lisichansk. To date, six schools and kindergartens, 59 heating facilities, around 10 kilometres of heating mains, 126 apartment buildings, and 14 other facilities, including the prosecutor’s office, a hospital, the Emergencies Ministry, and the Federal Penitentiary Service buildings, have been restored.
Addressing socio-economic development, Alexei Russkikh reported that the Ulyanovsk Region’s industrial production index reached 116 percent by the end of 2024, ranking the region among the top five in the country.
The region is also surpassing the national average in wage growth. Agreements have been signed with 3,000 industrial enterprises, mandating an annual wage increase of at least 15 percent to counter inflation and enhance residents’ quality of life.
In 2024, fixed capital investment in the region reached 142 billion rubles. Several industrial parks and a port special economic zone are now operational. Although foreign investors left the region due to sanctions, enterprises found new owners, and nearly all plants were back in operation within a year. Achieving this required substantial resources and effort, and wages continued to be paid even when the plants were idle.
Significant work is also being carried out to reduce poverty, which has declined from 15 percent to 9.3 percent over the past five years. This progress has been supported in part by social contracts, with 11,500 agreements signed in the region, primarily benefiting agricultural production.
The discussion addressed personnel training and early career guidance. Schools have opened 13 engineering classes and 17 classes focused on unmanned systems, with additional classes in radio electronics also being launched. These initiatives are being implemented in collaboration with industrial enterprises. Particular attention is being given to military education. A new Suvorov Military School has been built in cooperation with the Ministry of Defence and the Russian Government. In addition, a decision has been made to establish a Higher Military School to train pilots for military transport and long-range aviation.
According to the Governor, the region’s pride lies in the steady growth of its consolidated budget revenues. In 2021, its own revenues amounted to 63 billion rubles; in 2024, they reached 97 billion: an increase of over 30 billion. The forecast for 2025 stands at 104 billion. However, this growth has slowed due to high lending rates, which have negatively impacted the economic performance of enterprises. However, the Governor stressed that budget revenues are largely linked to industrial production, as the region lacks oil and gas resources.
Vladimir Putin noted that the region’s national debt remained significant and proposed addressing the share of high-interest commercial loans. The Governor agreed with this assessment and assured that steps would be taken to improve the situation.
Mr Russkikh also reported on the progress of national projects: seven new kindergartens have opened, more than 20,000 additional places for supplementary education have been created, and five schools have been equipped and built. Facilities have been upgraded in 326 schools, and growth opportunities have been identified in 245 others. Several new sports facilities have been commissioned, including a rhythmic gymnastics centre, a martial arts arena, and a wrestling centre. Active efforts are being made to expand access to sports, with 65.5 percent of the region’s population now regularly engaged in physical activity. Within the Culture project, a new theatre building has been constructed, and a modern nursing home for senior citizens has opened in the village of Vodoratsk. The Scarlet Sails support centre for gifted children has been operating for two years and already showing notable results: 21,000 schoolchildren from the region have participated in Olympiads, winning 11 certificates. Over the past two years, the region has risen from 30th to 13th place in the national rankings. In healthcare, 30 medical and obstetrical stations have been built and 22 outpatient clinics have been renovated. Life expectancy has shown consistent growth: from 69 years in 2021 to 71–72 years in 2022, reaching 73 years in 2024. The number of large families has also increased over five years: from 12,600 to 17,000 in 2024. Support measures for families and the promotion of family values are producing positive results.
The Governor also outlined several challenges and asked the President for assistance. The key issue concerns the regional hospital, which, having served for over 200 years, requires not just renovation but the construction of several new facilities, primarily an admission department and a cardiovascular surgery centre.
