During a working meeting, Kherson Region Governor Vladimir Saldo briefed the President on the socioeconomic development of the region.
Vladimir Saldo began his report with an update on interim outcomes of the Kherson Region socioeconomic development programme which, in 2023–2024, received funding in the amount of 133 billion rubles. In 2025, 82 billion rubles have so far been expended.
The Governor reported on record-high volumes of road construction unseen since the Soviet times. Repairs of the M-17 federal motorway from the Crimean side began in August.
Housing construction in the region is underway. Over 2024 and the first half of 2025, 44 plots of land with a total area of about 600 hectares have been allocated for housing construction, with plans to build 5.7 million square metres of housing. The participants of the special military operation and citizens from the entitled social categories will be provided with a housing buying discount. The Unified Institute for Spatial Planning has developed master plans for two core population centres on the Sea of Azov and the Black Sea, the Kherson Region.
The head of the region paid special attention to energy supply noting that a new 150-kilovolt substation has been built that evens out the level of power supply for the Kherson Region and the Left Bank area, which will ensure stable household power supply. Additionally, a gas pipeline has been built from the Crimean side covering the needs of the southern Kherson Region.
The state of affairs in the agriculture was covered in the report as well. Vladimir Saldo reported that, despite the lack of irrigation engineering and a dry summer, the harvest amounted to over 1.3 million tonnes. The President supported the idea of creating a separate programme for improving land and restoring the canal network.
The Kherson Region economy continues to expand steadily with almost 13,000 businesses registered in the region, and over 7 billion rubles in own revenue. Furthermore, the Kherson Region is home to 60 investment sites, with 45 agreements signed with investors; the total volume of financial investment exceeds 10 billion rubles. The banking services are developing fast.
Concluding the report, Vladimir Saldo thanked the President for having 15 armoured ambulances delivered to the Kherson Region.
