Instructions on guaranteeing accessible social sector services

Vladimir Putin signed a list of instructions on guaranteeing accessible social sector services for Russian citizens.

The Government has been instructed to organise amendments to the law, defining criteria for accessibility of social sector services, demands for location and use of social sector organisations in the regions, and development indicators for the network of social sector organisations.

Instructions to the Government also concern methodology for defining regional demands for social infrastructure facilities, procedures for establishing a federal database of services, and analysis of the relevant federal executive bodies’ powers to regulate, monitor and oversee provision of accessible social services to the public.

In its work on adjusting state programmes, the Government has also been instructed to examine whether or not to add sub-programmes to develop education, culture, healthcare and social services in rural areas. The President’s instructions state that when making such adjustments, target figures and indicators should be set to show development of the social sector infrastructure, including in rural areas.

The Accounts Chamber has been instructed to prepare a report on accessibility of social services based on the results for 2015.
