Vladimir Lukin presented Vladimir Putin with a report on his work as Russia’s Human Rights Commissioner in 2013.
The report presents the main human rights-related events and developments in Russia over 2013, their assessment, and new proposals. In particular, Mr Lukin proposed organising another amnesty in 2014.
In March 2014, Ella Pamfilova took over as the new Human Rights Commissioner.
