Instructions following a meeting on developing ports in the Azov and Black Sea region

Vladimir Putin signed a list of instructions following a meeting on developing ports in the Azov and Black Sea region, which was held on September 23, 2014.

The Russian Federation Government was instructed to organise integration of the Crimean Federal District’s ports into Russia’s transport system, taking into account plans for building other sea ports in the Azov and Black Sea basins, Defence Ministry facilities, and environmental and social factors.

The Government was also instructed to give priority attention to the construction of the rail and road approaches to the bridge that will be built across the Kerch Strait, in order to complete the bridge’s construction by the end of 2018.

One of the Government instructions concerns justifications for fixing in foreign currency the rates for stevedore services in Russia’s sea ports.

The Government and the regional authorities in Krasnodar Territory, Crimea, and Sevastopol have been instructed to find ways of minimising the negative environmental impact during construction of transport and energy infrastructure facilities, taking into account the resort potential of the territories concerned.

The Prosecutor General’s Office and the Transport Ministry, Ministry of Natural Resources and the Environment, and Federal Customs Service, have been instructed to inspect the activities of bunker companies and foreign shipping companies regarding removal of fuel without paying customs duties during bunkering of ships sailing under foreign flags in Azov and Black Sea region sea ports in places not designated for freight operations and outside of customs supervision.

The Natural Resources and Environment Ministry and the Transport Ministry have been instructed to monitor compliance with environmental protection laws when carrying out bunkering in internal marine waters, in Russia’s territorial waters and exclusive economic zone, and to analyse the impact these activities have on the environment.
