“The past decades have been a time of industrial development in the Angara area, of building up its fuel and energy sector, its transport and social infrastructure. Thanks to the hard work of several generations, the region has been transformed, has grown into one of the leading industrial, scientific, and cultural centres of Eastern Siberia. This beautiful Siberian region is rightfully proud of its natives, including Valentin Rasputin and Alexander Vampilov, Yevgeny Yevtushenko and Denis Matsuyev, and many other outstanding and talented people.

I am sure that your sincere love for our homeland, your perseverance and purposefulness will continue to help you in your plans for the benefit and prosperity of the Irkutsk Region and all of Russia.”
