Presidential Commissioner for Children’s Rights Maria Lvova-Belova visited the Irkutsk Region as part of the national inspection of the social orphanhood prevention system. The Commissioner discussed proposals for supporting families in difficult life situations with Head of the region Igor Kobzev and held a meeting with heads of child neglect and juvenile delinquency prevention bodies.
As part of the national inspection of the social orphanhood prevention system, the Commissioner’s team visited 40 institutions in the Irkutsk Region, including guardianship authorities and the Commission on juvenile affairs.
During a meeting with the Head of the region, Igor Kobzev, the Commissioner noted positive dynamics in the Irkutsk Region, as well as practices that can be extended to other Russian regions, in particular, new ways of working with families, such as individual guidance for families in socially dangerous situations, and family educational groups that make it possible not to send children to social institutions and continue working with their families.
The Governor supported the Commissioner’s proposal to include the region in the Challenge special project, which is aimed at reducing the number of children living in social institutions.
The Commissioner also held a meeting with the heads of bodies and institutions of the system for the prevention of child neglect and juvenile delinquency and members of the Commission on juvenile affairs and protection of their rights. During the meeting, Maria Lvova-Belova gave a number of recommendations.
The Commissioner also visited the Malyutka social rehabilitation centre and the regional multifunctional family centre, where she held a public reception and also studied personal files of some children.
