The message reads, in part:

“The formation of the republic became a major milestone in the strengthening of Russian statehood and the destiny of the peoples living in Kabardino-Balkaria, one of the most beautiful parts of the North Caucasus. You can be rightly proud of the names and achievements of many generations of your compatriots that wrote brilliant pages in the military and labour history of the Fatherland, and take pride in their tangible contribution to the development of science, art and education.

I am pleased to note that you are carefully preserving these priceless historical, spiritual and cultural assets and introducing your youth to the ancestral traditions and customs. Today, the republic has substantial agrarian, production and tourist potential. It is creating conditions for attracting large investments, implementing ambitious social projects and improving transport infrastructure.

I wish you success in accomplishing these important and timely tasks in the interests of Kabardino-Balkaria and all of Russia.”
