The President signed the Federal Law On Amendments to Certain Legislative Acts of the Russian Federation Regulating the Socioeconomic Development of Kaliningrad Region.
This Federal Law provides for including the inland sea of Kaliningrad Region and the territorial waters of the Russian Federation into Kaliningrad Region’s Special Economic Zone and to extend its operation until December 31, 2045.
The Federal Law sets the minimal sum of investment in fixed capital for residents of the Special Economic Zone: at least 10 million rubles for investment projects in healthcare; and at least 1 million rubles for investment projects in computer software and consultative and other services in this sphere, as well as for investment projects in information technology and for R&D projects.
In addition, the law stipulates a simplified entry and exit procedures (visa, including e-visa, facilitation for foreign citizens who enter Kaliningrad Region for tourism or business), and sets out short-term residence requirements for foreign citizens and/or stateless persons.
