Presidential Commissioner for Children’s Rights Maria Lvova-Belova visited the Kostroma Region as part of the nationwide Inspection of the system for the prevention of social orphanhood.
In September 2024, following recommendations from the nationwide inspection of the system for the prevention of social orphanhood, a commission was established to evaluate the justification for placing children in institutional care. As a result of targeted assistance, 13 children were successfully reunited with their birth families. The Children’s Commissioner emphasised the critical need to expand the number of projects and programmes in the region that adopt a family preservation approach, particularly highlighting the necessity for specialised support and rehabilitation services for parents affected by alcohol dependence.
Maria Lvova-Belova chaired an extended meeting with the heads of agencies and institutions within the system for the prevention of juvenile neglect and delinquency, alongside members of the Commission for Minors’ Affairs and Protection of Their Rights of the Kostroma Region’s government. A series of recommendations pertaining to their operational practices were outlined during the discussions.
The Children’s Commissioner underscored that 2025 has been declared by the President as the Year of the Defender of the Fatherland, noting that families of participants in the special military operation must be accorded heightened care and attention.
During her visit, Maria Lvova-Belova also toured the Kostroma Children’s Home and the Rodnichok Social Rehabilitation Centre for Minors, in addition to conducting personal consultations with parents.
