The President approved a list of instructions following a meeting with Government members held on September 27, 2023.
The Government of the Russian Federation was given instructions on additional financial assistance for the budgets of the Kamchatka Territory and the Murmansk Region with federal budget allocations to support heat distribution companies that use heating oil, including for the 2023–2024 heating season.
The Government of the Russian Federation was also instructed to take measures, involving vertically integrated oil companies, to stabilise retail and wholesale prices for gasoline and diesel fuel and to provide agricultural producers with sufficient fuel.
The Government of the Russian Federation, along with the Government of the Kaliningrad Region, was instructed to approve resolutions to ensure the allocation in 2023–2024 of subsidies from the federal budget to Russian companies to reimburse them for the costs of carriage of freights by sea to and from the Kaliningrad Region, when it is necessary to use sea for this type of transport operations due to external sanctions. Other instructions were related to additional support for automotive industry companies in the Kaliningrad Region and the approval of the state programme, Socioeconomic Development of the Kaliningrad Region until 2030.
Under this programme, starting in 2026, it is necessary to ensure allocations from the federal budget to support the implementation of new investment projects in the Kaliningrad Region; to ensure the financing of activities to support the creation of the Russian Baltic resort, including coast protection works; financing the construction and reconstruction of priority social infrastructure facilities, the construction or reconstruction of which must be co-financed from the federal budget.
Another instruction for the Government of the Russian Federation, along with the Government of the Kaliningrad Region and with the participation of Zvezda Shipbuilding Complex, United Shipbuilding Corporation and State Transport Leasing Company, concerns building three train ferries at Russian shipyards for the Ust-Luga–Baltiysk ferry crossing, having determined the timing and sources of funding for construction, the possibility of using existing support mechanisms, including preferential leasing, as well as the possibility of building a series of such ferries, given the need for upgrading this service.
The Government of the Russian Federation, together with regional executive authorities, was instructed to ensure the availability of medical devices and consumables for continuous glucose monitoring in children with diabetes mellitus.
In addition, a number of instructions were given to the Government of the Russian Federation and the State Council commissions on Economy and Finance and on Small and Medium-Sized Businesses, the Healthcare Ministry, and the Ministry of Industry and Trade.
