The message reads, in part:

“The Ryazan Region is renowned for its history, unique landmarks and works of art, traditions of creative labour and military valour that are passed down from one generation to the next. This land has given birth to many outstanding researches, poets, musicians, politicians and public figures, cosmonauts and commanders, who were all worthy sons of their Fatherland.

It is essential that you cherish the heritage of your predecessors and strive to unleash the region’s potential, especially the development of its industry and agriculture, and implement programmes designed to improve social wellbeing, and to further develop research, education and healthcare.

I do hope that your day-to-day efforts and hard work yield results and help deliver on the most ambitious objectives for the benefit of the Ryazan Region and Russia as a whole.”
