Vladimir Putin approved a list of instructions following Action Forum – Crimea, an interregional forum organised by the Russian Popular Front (ONF) on October 26, 2016.
The Government of the Russian Federation has been instructed to provide for future requirements for fishing fleet vessels through 2030 and as part of the measures for upgrading and developing port and commercial fishing infrastructure, which were drafted in accordance with the President’s instructions of November 9, 2015. It is also necessary to modernise the maritime fishing fleet and the commercial fishing infrastructure of the Azov-Black Sea basin, with the priority going to orders placed with shipbuilding plants of the Republic of Crimea and the federal city of Sevastopol.
The instructions to the Government also concern the development of cruise tourism under public-private partnership; the preservation of the aquatic biological resources of the Azov-Black Sea basin; and additional financial aid from the federal budget to the budgets of the Republic of Crimea and the city of Sevastopol for the construction of sports grounds in their municipal units.
The instructions issued to the Government for joint implementation with executive bodies of the Republic of Crimea and the city of Sevastopol concern the construction of a multi-speciality republican medical centre in Simferopol and an emergency care hospital in Sevastopol; modernisation of Crimean health resorts that specialise in the treatment of people with disabilities; training of personnel for the tourist industry of the Republic of Crimea and the city of Sevastopol; improvement of the pricing system for water supply in order to even out fees for this service for the Republic of Crimea and the city of Sevastopol.
The Government has been instructed to draft a programme on issuing certificates for archaeological landmarks of the Republic of Crimea and the city of Sevastopol in cooperation with the Russian Popular Front (ONF), executive bodies of the Republic of Crimea and the city of Sevastopol, and with the participation of the expert community, specialists of the National Society for the Protection of Historical and Cultural Landmarks and volunteer organisations.
The Defence Ministry has been instructed to consider the transfer of federally owned military hardware (including warships) slated for disposal to the executive bodies of the Republic of Crimea and the city of Sevastopol with a view to establishing military museums on their territory.
Separate instructions have been issued to the executive bodies of the Republic of Crimea and the city of Sevastopol.
