The President held a working meeting, via videoconference, with Governor of the city of federal importance Sevastopol Mikhail Razvozhayev.
Mikhail Razvozhayev presented a report on key results of his work over the past five years. According to him, the gross regional product has almost doubled over that period. According to preliminary estimates, it will reach 301 billion rubles in 2024. The budget’s own revenue has grown 2.2 times to 36.6 billion rubles and is nearing the level where mandatory basic budgetary expenditures will be covered in full, even though subsidies from the federal centre are still needed. The investment totalled over 418 billion rubles over the past five years. The registered unemployment level in Sevastopol stands at 0.12 percent, one of the country’s lowest. The level of completion of state programmes consistently exceeds 99 percent. The funds allocated under the Development of Crimea and Sevastopol state programme were used to build 99 sites. As regards national projects, the level of their implementation in the last two years is close to 100 percent; 34 sites have been built in a matter of five years.
According to the Governor, 20 educational facilities have been built or renovated since 2019. In healthcare, 23 medical facilities have been built over five years. Medical institutions are being licenced, something that has never been done before. This year, the Sevastopol healthcare system will start operating to Russian standards. The Governor mentioned the staffing problem. To address it, the Institute of Fundamental Medicine was set up at Sevastopol State University. Every year, 50 students enrol to study there at the expense of the municipal budget. The medical college trains mid-level and junior medical professionals. Programme is underway to attract doctors from other Russian regions. Over the past five years, 146 doctors came to Sevastopol to work. These efforts are quite effectual. As of the end of 2024, life expectancy in Sevastopol has reached 75 years, one of the country’s best numbers.
According to the Governor, much has been accomplished in culture owing to the projects implemented on the instruction from the President. Sevastopol is on track to become a new cultural capital of southern Russia. The construction of the New Chersonesos museum and temple complex, the Children’s School of Arts, and the Academy of Choreography was completed in 2024. A multifunctional cultural centre for the service people will open soon. The Opera and Ballet Theatre and the Museum of Modern Art are under construction. Rural community centres are being renovated.
The discussion also touched on the housing construction, the municipal economy and road facilities, as well as public space improvements, social projects, the creation of sports infrastructure, and the construction of a yacht marina.
Mikhail Razvozhayev also described the support provided to Sevastopol’s military units, with assistance, delivered through collaboration between businesses and volunteers, already exceeding half a billion rubles. The regional law on social support for participants in the special military operation and their families features 12 measures ranging from utility bill payments and other benefits to providing free school meals for children of the SMO participants. A dedicated committee on special military operation affairs has been established in the legislative assembly, with a similar council formed under the Governor. Following the model of the Time of Heroes federal programme, a regional educational initiative titled Sevastopol – City of Heroes has been launched to integrate returning servicemen into civilian life, including through post-training placement in municipal governance structures and state-owned enterprises.
The Governor further elaborated on patronage assistance, noting that Sevastopol itself received nationwide support in earlier times. A long-term assistance programme until 2030 has been developed for the Melitopol district of the Zaporozhye Region, encompassing 15 projects coordinated with regional and district authorities.
Mikhail Razvozhayev addressed the President with a request to support the construction of a world-class modern campus in the Gollandiya village for Sevastopol State University, which hosts the MoreAgroBioTech international-calibre educational centre. Incidentally, at the same location, pursuant to earlier presidential instructions, the reconstruction of a beautiful complex of the naval college buildings is planned, with funding already allocated. The university campus project has been substantially developed, with implementation projected to expand student capacity to 8,000. The Governor emphasised the university’s potential as a hub for both historical territories and international students, who are increasingly choosing Sevastopol for studies. Currently, with the government’s support, the university is preparing an application to join the federal project for establishing a network of modern campuses.
Concluding his report, Mikhail Razvozhayev noted that Sevastopol will hold gubernatorial elections this September. Facing numerous forthcoming challenges for which he feels personal responsibility, he expressed readiness to participate in the elections – contingent on public support from Sevastopol residents, backing from the United Russia party, and the President’s endorsement – stating it would be a great honour to continue serving the Hero City of Sevastopol.
Vladimir Putin remarked that Sevastopol had consistently held a significant role and occupied a unique position in the life of the nation during the Soviet Union. In present times, its importance is equally substantial, if not greater. The President acknowledged substantial achievements under Mikhail Razvozhayev’s leadership in recent years and consequently wished him success in a potential new gubernatorial term, conditional upon citizens’ trust and support. The President also pledged to discuss the Sevastopol campus proposal with the Government.
However, the President raised several issues requiring attention, including the sufficiency of pre-school placements, shortage of schoolteachers, and healthcare system efficacy. The Governor provided the necessary clarifications on all the issues.
