The telegram reads, in part:

“I was deeply saddened to learn of the tragedy in Kazan.

These terrible crimes have taken the life of one of the heads of the Spiritual Directorate of Muslim of the Republic of Tatarstan, Valiulla Yakupov, and gravely injured Tatarstan’s Mufti Ildus Faizov.

Please convey my deepest condolences as well as my words of support and sympathy to the family and friends of Valiulla Yakupov.

I am wishing Mufti Ildus Faizov a speedy recovery.

I want to assure you that these crimes will be investigated thoroughly and the perpetrators will be given the punishment they deserve.”
