Meeting with Governor of the Trans-Baikal Territory Alexander Osipov

Vladimir Putin held a working meeting with Governor of the Trans-Baikal Territory Alexander Osipov, via videoconference.

Alexander Osipov noted that one of the main tasks for the regional authorities was to provide assistance to participants in the special military operation. The Governor said that they were working comprehensively in this sphere. Local enterprises are working to capacity to fulfil the state defence order, producing and repairing armoured vehicles and aviation equipment, and manufacturing means of protection for armoured vehicles and a broad range of various types of drones.

The government and the volunteer movement of the Trans-Baikal Territory provide assistance to the families of participants in the special military operation. A long list of support measures includes budget-supported education for their children and assistance with their families’ expenses.

The Governor added that they were working according to plan and with good quality to rebuild the areas under their patronage in the Donetsk People’s Republic.

Speaking about the socioeconomic development of the Far Eastern region, Alexander Osipov pointed out that its GRP had increased by 70 percent over the past five years, which allowed the region to rise to seventh place in this sphere in Russia. The region’s budget has grown by 150 percent, and its return on equity has increased from 40 billion to 92 billion rubles. Unemployment has decreased from 11 percent to 6.9 percent, and the level of poverty from 22 percent to 17 percent. However, these figures are higher than the national average, and the regional authorities intend to redouble efforts to decrease them.

Over 90 large investment projects are underway in the region. Production at the large Kultuminsky gold, iron ore and copper deposit is set to be launched in 2024. Infrastructure projects are being implemented in the Trans-Baikal Territory with the aim of developing trade with China. As many as 27,000 jobs will be created at new enterprises in the region. Three industrial parks are being built there for small and medium-sized businesses, agribusinesses and construction companies. They will be put into operation in 2024, 2025 and 2026, respectively.

According to Osipov, the region is implementing all the national projects according to plan. The rate of housing construction has increased, the programme of relocating people from dilapidated housing has been completed ahead of schedule, households are being connected to gas mainlines, and over 3,500 social facilities have been built and repaired over the past few years. However, the demographic situation remains a concern. There are only 980,000 people living in that large territory, and the number has been going down for the past three years.

In this connection, the Governor proposed expanding support measures for families with children, in particular, paying 1 million rubles for the birth of a third child.

Commenting on the socioeconomic situation in the Trans-Baikal Territory, Vladimir Putin noted that the regional authorities had created an economy that was attractive to investors. He emphasised the region’s achievements in construction. The growing volume of capital investment, which is larger than the country’s average, is forming the necessary environment for creating new jobs and supporting wages, the President said.

In conclusion, the President wished success to Alexander Osipov, who had asked him to support his nomination for the gubernatorial elections scheduled for September 2024.
