The council discussed improving legal regulation, methodology and organisation of state Russian language tests for foreign citizens seeking Russian citizenship and labour migrants.
The council examined recommendations from its members and members of the working group and prepared documents for the Presidential Commission for Citizenship Issues to examine.
Those taking part in the council’s work included representatives of leading universities and research centres as well as state officials and members of NGOs.
