Sergei Dubik participated in 3rd St Petersburg International Legal Forum

May 17, 2013

During the forum’s section on countering corruption, Presidential Adviser Sergei Dubik talked about Russia’s input into the work of international organisations and mechanisms for fighting corruption, as well as preparations for the largest global anti-corruption event, the sixth session of the Conference of the States Parties to the UN Convention against Corruption, which will be held in Russia in 2015.

Mr Dubik remarked that the Russian leadership’s anti-corruption policy is an example of a systematic, measured and reasoned approach to implementing international standards in this area. In particular, the system for submitting evidence concerning incomes and monitoring spending by public officials is up and running and a legal process has been designated for disposing of property whose legal origin cannot be proven by civil servants, in line with implementing article 20 of the UN Convention against Corruption.

The Presidential Adviser particularly stressed that the implementation in Russian legislation of provisions of international agreements will take into account the specific features of Russia’s legal system, culture and traditions. This basic principle is anchored in international anti-corruption conventions in which the Russian Federation is a party.

In addition, as a permanent member of the International Anti-Corruption Academy (IACA), Sergei Dubik participated in a special discussion organised on the sidelines of the forum to explain the main areas of the IACA’s activities, specifying Russia’s leading role in establishing the Academy as a full-fledged international organisation.
