Meeting of State Council working group on measures to improve Russian regions’ investment appeal

The first meeting of the working group to organise a State Council meeting on measures to improve the Russian regions’ investment appeal was held under the chairmanship of Presidential Aide and State Council Secretary Igor Levitin.

The State Council working group is headed by Tyumen Region Governor Vladimir Yakushev. He briefed the meeting participants on the goals and tasks facing the working group as it works on the report.

The working group members reviewed matters related to drafting targeted regulatory models in areas such as the accessibility of construction permits, connecting to power grids, real estate title registration and cadastral registration, supervisory activities, institutions for businesses, support for small- and medium-sized businesses, and connecting to heating, water, sewer, and gas grids.

The participants discussed issues related to drafting guidelines based on best practices of the regions, as well as setting up management teams in the Russian regions through the system of education and vocational training.

Director General of the Strategic Initiatives Agency Andrei Nikitin, who is deputy head of the working group, spoke about drafting targeted models and the investment climate in the Russian regions in 2016. Mr Nikitin said that the federal authorities are actively working to simplify procedures and lift administrative barriers.

Mr Nikitin also noted that, following a meeting of the State Council in 2012, the regional investment standard was introduced, and all the Russian regions are now working on implementing it.
