Second meeting of the State Council Presidium working group on comprehensive development of passenger traffic in the regions

Presidential Aide and Secretary of the State Council Igor Levitin chaired the second meeting of the state Council Presidium working group on comprehensive development of passenger traffic in the regions.

Head of the State Council working group Governor of the Ulyanovsk Region Sergei Morozov, Transport Minister Maxim Sokolov, and Head of the drafting group and Deputy Transport Minister Nikolai Asaul briefed the meeting on work to draft the report setting out the main proposals for developing passenger traffic.

Also taking part in the meeting were Acting Governor of Perm Territory Maxim Reshetnikov, federal and regional executive officials, and members of the expert community.

The participants noted that in 2016, city road and electric transport carried 13.95 billion people.

Public opinion surveys show that Russian public transport does not always meet users’ demands in terms of comfort, reliability, and convenience of use in travel combining different types of transport.

The meeting examined the need for comprehensive regional transport service plans that would be compulsory for implementation at regional and municipal level, and the need to approve regional standards for public transport services.

Another item of discussion was financing sources for modernising bus and local train fleets, and the need for universal introduction of systems for comprehensive monitoring of regional passenger traffic and cash-free payment for travel.

The participants gave particular attention to insufficiently developed passenger transport infrastructure in the regions and the lack of qualified personnel for coordinating operation of different types of transport and resolving systemic tasks in the sector.
