From 29 October to November 3, Presidential Commissioner for Children's Rights Anna Kuznetsova made a working visit to three regions of the Far East: the Kamchatka and Primorye territories and the Sakhalin Region.
In each region, Anna Kuznetsova visited children’s social institutions that had been previously inspected by her office’s specialists. She learned about the positive experience of the regional authorities’ work in social and legal child protection, held meetings with regional governors and personal receptions of local residents.
In addition, in each region Ms Kuznetsova took part in roundtable discussions on topical issues of state child policy. In Petropavlovsk-Kamchatsky, the discussion focused on accessibility and quality of food in children’s institutions; in Vladivostok – on the protection of the rights and interests of children in boarding schools; and in Yuzhno-Sakhalinsk – on the support and protection of families with children by child protection services.
In Kamchatka, Ms Kuznetsova visited the Yelizovo care home and Kamchatka boarding school for orphans and children deprived of parental care. There are 52 children in the latter. Ms Kuznetsova inspected classrooms, playrooms and living rooms, a dental office and creative development classes and asked children about their plans for the future.
Her advisors also checked other children’s institutions of the territory: a child care centre, a territorial socio-rehabilitation centre for minors, and the Raduga (Rainbow) centre for promoting family arrangements. After studying the reports prepared by her advisors, Ms Kuznetsova discussed their results and the shortcomings revealed with the heads of the region.
She asked about the implementation of the law on providing orphans with housing in the Kamchatka Territory and visited a student of the Kamchatka Medical College who received a flat in Yelizovo in 2017.
In the Primorye Territory, Ms Kuznetsova learned about the work of the Russian Orthodox gymnasium and visited the Vladivostok Diocese, where she met with Metropolitan Veniamin of Vladivostok and Primorye.
In the Sakhalin Region, the specialists of the Commissioner’s office inspected seven homes for children in Yuzhno-Sakhalinsk, Troitsk, Makarov and Aniva. Mr Kuznetsova visited the Sakhalin regional specialised children’s home. It currently accommodates 46 children under four years old, including 11 children with disabilities.
Ms Kuznetsova shared her impressions of children’s homes with First Deputy Governor Alexander Dernov.
On Sakhalin, Ms Kuznetsova took part in the open lesson on the history of National Unity Day, which was held in the Cathedral of the Nativity.
