A second meeting of the working group on promoting volunteering and socially oriented nonprofit organisations was held under the chairmanship of Presidential Aide and State Council Secretary Igor Levitin.
First Deputy Minister of Justice Oleg Plokhoy, Deputy Minister of Science and Higher Education Marina Borovskaya, Deputy Minister of Sport Marina Tomilova, representatives of the Federation Council and the State Duma, as well as representatives of the corresponding federal and regional executive bodies, the business community, and academic and public organisations took part in the meeting.
The head of the working group, Governor of Kaliningrad Region Anton Alikhanov, updated the participants on progress in drafting the report for a meeting of the State Council of the Russian Federation. Then, Head of the Federal Agency for Youth Affairs Alexander Bugayev presented the draft report, which describes the current levels of volunteering in the Russian regions, provides an overview of the provisions of the draft concept for promoting the volunteer movement in the country until 2025, and proposes additional measures for expanding the volunteer movement.
The report also provides information on the activities of socially oriented nonprofit organisations, including providers of public services, and financing mechanisms underlying their activities. In addition, the report includes details about the draft Federal Law On State (Municipal) Social Procurement for Providing State (Municipal) Services in the Social Sphere, describes its risks and limitations, and contains proposals for additional measures to support socially oriented nonprofit organisations in the Russian Federation.
