Meeting of working group on climate change

Presidential Adviser and Special Presidential Representative on Climate Issues Ruslan Edelgeriyev held the 25th meeting of the Presidential Executive Office Inter-Agency Working Group on Climate Change and Sustainable Development.

The meeting participants discussed the preparation of the final report for the President on the ratification of the Paris Agreement.

Following the discussion, the participants decided to recommend that the Ministry of Natural Resources promptly finalise the report and present it in order to decide whether the Paris Agreement should be ratified.

The participants also discussed a draft national plan for climate change adaptation proposed by the Ministry of Economic Development. It was noted that the plan is a key strategic document that lays the foundation for the country’s further development in the context of climate change.

It was recommended to the Ministry of Economic Development to speed up the preparation and submission of the draft national adaptation plan to the Government.

A representative of the Transport Ministry reported on measures by the ICAO and IMO to curb greenhouse emissions. It was stressed that the ICAO is taking market measures to reduce greenhouse emissions, and the IMO is taking similar action. It is important to understand the developing situation, adapt and protect the Russian economy as well as the interests of Russian airlines and shipping companies.

The Federal Service for Hydrometeorology and Environmental Monitoring reported proposals to be submitted to the UNFCCC Secretariat regarding the agenda of the UNFCCC negotiations that took place in Katowice on December 2–14, 2018.
