Meeting of Commission for Disabled

Presidential Aide Alexandra Levitskaya chaired a regular session of the Commission for the Disabled.

The session agenda was devoted to the implementation of the President’s instructions of January 13, 2018, following a meeting with the disabled on December 5, 2017.

In her opening remarks, Ms Levitskaya pointed out the factors that complicate life for disabled people: lack of a job, social isolation and the absence of an accessible environment that allows them to move around by themselves.

Deputy Minister of Labour and Social Protection Grigory Lekarev, Deputy Healthcare Minister Yevgeny Kamkin, Deputy Minister of Construction, Housing and Utilities Tatyana Kostareva, Deputy Minister of Culture Nikolai Ovsiyenko, and Deputy Minister of Education Tatyana Sinyugina delivered reports on including measures to ensure full and effective participation of the disabled in social life alongside other people into national and federal programmes and into the main areas of the project under the state programme Accessible Environment until 2025.

The participants noted that the creation of a barrier-free environment for the disabled should be reflected in specific measures and indicators in national projects.

The participants made decisions on the need to tailor national projects to the President’s instructions and the methodological guidance on drafting national projects endorsed by Prime Minister Dmitry Medvedev on June 4, 2018.

Deputy Minister of Labour and Social Protection Grigory Lekarev reported that the work on the draft state programme Accessible Environment until 2025 has not yet been completed and that the draft is expected to be submitted to the Government in the fourth quarter of 2019.

Members of the commission noted that national projects and the state programme Accessible Environment should harmoniously supplement each other, ensuring the resolution of the most pressing problems of the disabled.
