Adviser to the President and Special Presidential Representative on Climate Issues Ruslan Edelgeriyev chaired the 28th meeting of the Interdepartmental Working Group on Climate Change and Sustainable Development under the Presidential Executive Office.
The participants reviewed issues related to the preparation of documents outlined by the Government Directive of November 3, 2016, On Approving the Plan to Implement Measures to Improve State Regulation of Greenhouse Gas Emissions, including the preparation of a draft presidential executive order on approving the goal to limit greenhouse gas emissions by 2030.
The drafting of the presidential executive order is currently being conducted by the Ministry of Economic Development with the participation of interested federal executive bodies. It takes into account the industrial forecast for greenhouse emissions by 2030, the current data on national emissions of man-made greenhouse gas emissions and the provisions of the Paris Agreement related to the parties’ national contribution.
During the discussion of the matter, the Federal Service for Supervision of Natural Resources (Rosprirodnadzor) also provided information about possible approaches to monitoring greenhouse emissions.
Participants in the meeting listened to a report by a representative of the Ministry of Natural Resources and Environment. During the discussion, members of the working group drew attention to the importance of holding events to restore, maintain and monitor forest belts that are part of agricultural lands, and also noted the need to involve the private-public partnership mechanism while implementing the measures to restore forests.
