Presidential Aide and State Council Secretary Igor Levitin and Chelyabinsk Region Governor Alexei Teksler co-chaired a meeting of the State Council Commission on Economy and Finance.
Taking part in the meeting were Finance Minister Anton Siluanov, heads of several regions, Deputy Presidential Plenipotentiary Envoy to the Central Federal District Artur Niyazmetov, top officials from the Finance Ministry, Ministry of Economic Development, Ministry for the Development of the Russian Far East and Arctic, members of the State Duma, and representatives of the Accounts Chamber, concerned federal executive authorities, expert and business community.
The discussion focused on improving financial stability and independence of regional and municipal budgets, summarised the results of the Commission’s work in 2022, and outlined the main tasks for 2023.
Alexei Teksler, who heads the State Council Commission on Economy and Finance, presented the report On Increasing the Long-Term Financial Stability and Independence of Regional and Municipal Budgets of the Russian Federation, which was prepared by the Commission jointly with the Centre for Strategic Development.
Anton Siluanov suggested that in 2023 the Commission should pay special attention to improving the efficiency of regional authorities in expanding their revenue bases, supporting economic and investment activities, improving the quality of infrastructure projects, including those funded by infrastructure loans from the budget.
The meeting participants voiced a number of proposals with regard to the issues discussed. The proposals will be taken into account during the drafting of the plan for the Commission’s work in 2023. They will be further elaborated and, if necessary, a report will be prepared and presented to the President of Russia.
