Meeting of State Council Commission on Infrastructure for Life

Head of the Republic of Tatarstan Rustam Minnikhanov chaired the first meeting of the State Council Commission on Infrastructure for Life. The meeting participants approved a new national project of the same name and its implementation mechanisms.

The meeting was attended by Deputy Prime Minister Marat Khusnullin, Minister of Construction, Housing and Utilities Irek Fayzullin, Deputy Head of the Presidential Directorate for Supporting the Activities of the State Council Support Vadim Zelenev, Head of the Republic of Buryatia Alexei Tsydenov, as well as representatives of federal executive bodies and heads of Russian regions.

Chairman of the State Council Commission on Infrastructure for Life Rustam Minnikhanov reported on the performance of the previous Commission on Construction, Housing and Utilities, and Urban Environment, and on the development of a new national project, Infrastructure for Life. In his remarks, he specifically addressed the topic of mortgages and the need to explore new tools to support this sector.

In his report, Marat Khusnullin outlined the structure and key indicators of the new national project, featuring 12 federal initiatives. The project’s official plan is expected to be approved in December of this year. Currently, lists of both large and small cities are being prepared for the development of master plans and backbone settlements, which will serve as a basis for creating their development programmes. Additionally, a methodology is being devised to measure a 30 percent improvement in the quality of the living environment by 2030.

Irek Fayzullin briefed the participants on the approaches to implementing the new national project, including tools for housing and infrastructure development, as well as improving the urban environment and public utilities. The Minister of Construction also expressed gratitude to the regions for their active support of the new territories.

Commenting on the meeting’s outcomes, State Council Secretary Alexei Dyumin noted that the Infrastructure for Life national project aims to achieve large-scale, strategic objectives. He stressed that achieving these goals will require coordinated efforts between the Government, federal executive bodies, and regional authorities, with the direct involvement of the relevant State Council Commission whose role is to gather feedback from the regions and formulate effective proposals based on local conditions, the Presidential Aide emphasised.
