October 11, 2024, Baku

Aide to the President, Special Presidential Representative on Climate Issues Ruslan Edelgeriyev headed the Russian delegation at a ministerial meeting to prepare the 29th Conference of the Parties to the UN Framework Convention on Climate Change (COP29) to take place in Baku, Azerbaijan on November 11 to 22, 2024.

Under the presidency of Azerbaijan, the meeting participants discussed the most pressing issues on the agenda for the forthcoming COP29, including reaching an agreement on a new quantitative target for climate finance, addressing mitigation of climate change, adapting to climate change, and tackling the problem of losses and damage.

The Russian delegation highlighted our nation's ambition to step up international efforts in addressing climate challenges. The delegation underscored the necessity of considering the national conditions of all countries, especially developing nations, and advocated a prompt launch of practical implementation of market mechanisms within the framework of Article 6 of the Paris Accords. Regarding the issue of a new quantitative target for climate finance, the participants stressed the importance of establishing realistic obligations with acceptable timeframes for their implementation, with members of the Russian delegation urging adherence to the decisions agreed upon at the previous conferences of the Parties from 2021 to 2023.

On the sidelines of the events, Ruslan Edelgeriyev had working meetings with UN Deputy Secretary-General Amina Mohammed, UNFCCC Executive Secretary Simon Stiell, Azerbaijan’s Minister of Ecology and Natural Resources Mukhtar Babayev, and representatives of several other countries.
