Session of the working group to prepare a meeting of the Council for the Development of Physical Culture and Sport

The inaugural session of the working group to prepare for the Presidential Council for the Development of Physical Culture and Sport was conducted via videoconference. The Council is set to assemble in the first half of 2025, with a primary focus on advancing adaptive physical culture and sport.

During this session, representatives from the Presidential Executive Office, the Federal Assembly of the Russian Federation, the Ministry of Sport, the Ministry of Health, the Ministry of Labour, the Ministry of Defence, regional executive authorities, and public organisations were in attendance.

In his opening remarks, Presidential Aide and State Council Secretary Alexei Dyumin highlighted that, commencing March 1, 2025, amendments to several federal laws will be enacted. Under these amendments, Russia will have in place eight principal domains of comprehensive rehabilitation and habilitation for individuals with disabilities, ranging from medical treatment and prosthetics to rehabilitation and habilitation through physical culture and sports.

”In this context, it is imperative to guarantee a personalised approach for each individual. We must establish effective inter-agency cooperation across all government levels, engaging interested organisations and onsite experts. By extensively utilising state and regional information systems – spanning the Ministry of Labour, the Ministry of Health, the Ministry of Sport, and others – this will facilitate quality treatment and vocational rehabilitation, ultimately providing individuals with additional opportunities to determine their future life paths. Those returning from the special military operation, many of whom have sustained severe injuries, deserve particular attention. It is essential to integrate them into sports, ensuring all necessary conditions are in place for their participation in physical training and sports, including at a professional level,“ stated Alexei Dyumin.

He further emphasised that sports infrastructure and facilities must be accessible to individuals with disabilities, not merely as visitors but as active participants in sporting activities. This necessitates equipping these facilities not only with suitable gear but also skilled personnel.

The Presidential Aide instructed Chairman of the State Council Commission on Physical Culture and Sport and Governor of the Tula Region Dmitry Milyaev to organise efforts to collect, analyse, and synthesise best regional practices.

In his address, Dmitry Milyaev underscored the importance of enhancing the efficiency of support measures for individuals with disabilities and ensuring the availability of information regarding the measures and the processes through which they can be accessed.
