Chief of Staff of the Presidential Executive Office Sergei Naryshkin chaired a meeting of the Presidium of the Presidential Council for Countering Corruption.
The meeting discussed rotation of civil service officials as one of the most effective anti-corruption measures. The participants reviewed draft federal law On Amendments to Certain Legislative Acts of the Russian Federation in Connection with the Introduction of Civil Service Officials Rotation Mechanisms, which had been prepared by the Healthcare and Social Development Ministry.
Other issues on the agenda included the 2010 results of the training within the programme Responsibilities of Federal Government Personnel Divisions in Preventing Corruption and Other Offenses, which 500 federal officials undertook. It was decided to continue the programme in 2011.
The Council Presidium was briefed on the preparations for Russia’s accession to the Organisation for Economic Cooperation and Development (OECD) Convention on Combating Bribery of Foreign Public Officials in International Business Transactions.
