Presidential Aide Alexei Dyumin and Chelyabinsk Region Governor and head of the working group Alexei Teksler co-chaired the final meeting of the working group to prepare a meeting of the Council for the Development of Physical Culture and Sport to discuss the role of NGOs in the development of physical culture and sport.
The meeting was attended by council members Yury Borzakovsky, Olga Brusnikina, Irina Viner, Ilya Galayev, Mikhail Degtyarev, Alexander Dyukov, Umar Kremlyov, Vladimir Kozhin, Sergei Kushchenko, Mikhail Mamiashvili, Pavel Rozhkov, Dmitry Svishchyov, Vitaly Smirnov, Shamil Tarpishchev, Vasily Titov and Stanislav Shevchenko, as well as representatives of federal executive authorities, the highest regional authorities, and public organisations.
Alexei Dyumin commended the efforts to prepare a report for the council meeting. The report includes practical proposals for improving governance in the sphere of physical culture and sport, budgetary and non-budgetary financing and expenditure control at NGOs, as well as the provision of essential conditions for the rehabilitation, socialisation and professional fulfilment of participants in the special military operation based on adaptive physical culture and sport equipment and methods.
The Presidential Aide pointed out the importance of balancing the procedure for collecting fees to ensure that competitions remain affordable for children, especially children from low-income families.
The meeting participants discussed which athletic disciplines should be given priority attention, the establishment of strict rules for interaction between sports federations of all levels, and the connection between state and public development programmes of various levels for achieving national development goals.
Head of the State Council Commission on Physical Culture and Sport Dmitry Milyayev pointed out that he events of the relevant comprehensive state programme should be aimed at fulfilling the tasks set by the head of state.
Other items on the meeting agenda included the use of information systems to complete the review of sports organisations and update their register, as well as the further improvement of financial support mechanisms for sports federations in line with the President’s decision on the establishment of a sports fund.
A report on the role of NGOs in the development of physical culture and sport will be discussed at the Council meeting, which will be held in Ufa, Bashkortostan, in October 2024.
