Presidential instructions on transport security

Dmitry Medvedev approved a list of instructions on ensuring transport security.

The Government of the Russian Federation was instructed to prepare suggestions on amending monitoring procedures at transport hubs and arrange for screening and inspection of all individuals and baggage in locations where passengers are most vulnerable in terms of security. Instructions were also given to submit suggestions on deploying an effective system for alerting passengers about emergency situations and security threats; to conduct an expert evaluation of current legislation with regard to its completeness and sufficiency for neutralising security threats at transport facilities and come up with proposals on proper enforcement thereof, including increased responsibility for such laws observance; and to draft quotations on financing the upgrading of vulnerable transport infrastructure facilities.

Another instruction concerns financial and other support for Russian and foreign citizens that were injured in the January 24, 2011 terrorist attack, as well as families of the victims.

The Prosecutor General’s Office was instructed to verify compliance with legislation on transport security by federal executive authorities and all entities engaged in passenger and cargo transportation or possessing transport infrastructure facilities, irrespective of their ownership type.

The Presidential Executive Office, the Government, the Ministry of the Interior and the Federal Security Service of Russia were instructed to assess the expediency of establishing a federal agency responsible for ensuring transport security.

The Russian Investigative Committee, the Ministry of the Interior and the FSB were instructed to make every step to find the perpetrators, organisers and accomplices of the terrorist attack at Domodedovo Airport.

The Prosecutor General’s Office is to report to the President on progress in criminal investigations of the Domodedovo Airport terrorist attack, on a monthly basis.

The Government, FSB and Ministry of the Interior were instructed to establish the responsibility of officials in charge of fighting terrorism and ensuring transport security.
