Law on ratification of the protocol to the agreement between Russian and US governments on management and disposition of plutonium no longer required for defence purposes

Dmitry Medvedev signed Federal Law On the Ratification of the Protocol to the Agreement between the Government of the Russian Federation and the Government of the United States of America Concerning the Management and Disposition of Plutonium Designated as No Longer Required for Defence Purposes and Related Cooperation, signed in Washington on April 13, 2010.

The Protocol defines the order and timing of disposal of surplus Russian weapon-grade plutonium, in keeping with the Russian programme for the development of nuclear technology and nuclear energy, as well as nuclear reactors that can be used for the irradiation of disposition plutonium.

In addition, the Protocol sets out the requirements for plutonium disposition and introduces changes to procedures for monitoring and inspection stipulated by the Agreement to confirm its execution by the Parties.

The Protocol provides for the allocation by the United States of funds in the amount up to $400 million for the implementation of the Agreement in the Russian Federation, as well as other forms of assistance. At the same time, the Protocol provides for the right of the Russian Federation to suspend, modify or terminate its activities under this Agreement if such assistance is not provided.

Taking into account the changes introduced by the Protocol, the Agreement will ensure parity of the Russian Federation and the United States in both the quantity and forms of disposition plutonium, as well as in other matters related to the implementation of the Agreement and confirmation of the parties' compliance with its terms.
